Windows 2008 Server won't load secure sites in any browser.

My first question here so be gentle.

  I have a windows 2008 terminal server and as of yesterday I (and all other users) could not open any https sites in any browser under any account.  (http sites work fine. ) I have never seen anything like this and cannot figure it out.  Other machines on the network work just fine but I can't even connect to my router from this server any more. 

Steps I have performed:

1)Checked system and bios time

2)Checked ssl settings in internet explorer and cleaned ssl cache

3) Fiddled with advanced firewall rules,  went as far as completely disabling the firewall temporarily

4)Flushed the DNS, 

5)Reset the winsock,

6)Restored the default HOSTS file

I have seen this before a long time ago with Norton products and have been able to fix it using the Norton removal tool. And this server did have symantec endpoint protection on it but it has been removed for almost a year.   The Norton removal tool does not run on the server for some reason though, I suspect because the Downloader tries to connect to a secure site. 

Any ideas would be great because I have been banging my head against this for a few days now.
